In a medium sized pot, add honey, soy Sauce, brown sugar, vinegar, ginger and garlic. Stir to combine.
Stir together the water and cornstarch in a small bowl, till no lumps remain. pour into the honey garlic mixture and mix till combined.
Over medium heat, cook till boiling and slightly thickened.
Turn off heat but keep on burner.
If not using cooked shrimp - Heat 1 tablespoon of olive oil in a large skillet over medium-high heat.
Season shrimp with salt and pepper. Add shrimp to the skillet in a single layer.
Cook for about 2 minutes on each side, until pink and opaque.
Remove shrimp from the skillet and set aside.
In a large skillet, add 2 tablespoons of olive oil.
Add the broccoli, bell pepper, zucchini, and carrot.
Season with salt, pepper, garlic powder and paprika.
Stir-fry the vegetables for about 5-7 minutes until they are tender- crisp.
Return the cooked shrimp to the skillet. Pour the honey garlic sauce over the shrimp and veggies.
Stir to coat everything evenly.
Cook for an additional 2-3 minutes, until the sauce thickens slightly and everything is heated through.
Remove from heat and serve immediately.
